JP e3s contributes to the European Commission’s consultation on the Citizens Energy Package


The Joint Programme e3s has actively contributed to the European Commission’s call for evidence on the forthcoming Citizens Energy Package - protecting and empowering consumers in the just transition. Through this initiative, the Commission aims to strengthen consumer rights and empower citizens in the context of the just energy transition.

Building on the White Paper A Just Energy Transition in the EU – to which many e3s members have contributed – JP e3s underlines the importance of embedding distributive, procedural, and recognition justice principles across all stages of policy design and implementation. The contribution stresses that a just transition requires not only recognising vulnerable groups but also securing equitable access to clean energy technologies, infrastructure, and financial incentives.

Among its recommendations, JP e3s calls for binding national targets to reduce energy poverty, equitable distribution of renewable infrastructure benefits, and stronger support for vulnerable consumers through tailored measures. It also emphasises the need to strengthen the Social Climate Fund with predictable financing, support fossil fuel-dependent regions in their economic diversification, and integrate intersectional approaches that address overlapping vulnerabilities such as gender, age, or disability.

Furthermore, JP e3s highlights the importance of empowering citizens by moving from passive acceptance of technologies to active and inclusive participation. This includes reducing administrative burdens for energy communities, expanding access to smart energy solutions, and fostering social innovation through community-led initiatives.

By contributing to this consultation, JP e3s reaffirms its commitment to advancing a fair, inclusive, and citizen-centred energy transition in Europe, in line with the principles laid out in its White Paper.
